The budgets for jails and prisons have been cut so drastically that the facilities are asking you to foot your won bill of incarceration. This is a direct result of the mortgage fraud that has plagued the country and the numerous foreclosures and the fact that American citizens are unable to contribute tot he taxes needed to support incarceration services.
